The primary responsibility of this role, as PCS Engineer, is to provide PCS engineering services and support for chemical process plant technical assistance and PCS Maintenance groups. He develops and supports PCS capitalization projects from conception to start-up within specific area of expertise. The PCS Engineer must be cognizant of the impact on OSHA, EPA and other regulatory standards to ensure that all designs, specifications, and modifications meet these standards.


The incumbent will:
. Consult with Site technical Manager and/or plant personnel (as appropriate/relevant) with regard to technical service and capital projects. Determines scope of work for all assigned PCS projects/installations, ensuring that the scope fulfills the customers' requirements. Prepares FMR, AFE and Appropriation Requests for projects;
. Develop cost estimates, budgets and schedules for PCS installations on both labor and materials required for capital projects, technical services and maintenance functions. Coordinates with the customer for expeditious completion of planned activities that adhere to budgetary and scheduling requirements;
. Analyze project requirements to determine and recommend appropriate PCS team (i.e., Drafters, Engineers I, II, and/or III) to assist with project based on the areas of expertise required by the project. Prepares plans, specifications, construction schedules, cost estimates (labor and materials), equipment needs and manpower requirements;
. Manage the development of drawing, construction, and labor bid packets ensuring that the parameters of the project meet applicable codes, design requirements and cost considerations. Conducts bid meetings, evaluates bids, selects vendor(s), and ensures project contract gets written and submitted as appropriate;
. Attend capital project meetings with personnel from all engineering disciplines. Leads the PCS engineering aspect of capital projects to assure the work is accomplished in a timely manner and that all requirements are fulfilled. Provides start-up, testing, and checkout assistance on PCS-related capital projects and technical services. Provides PCS technical assistance and design interpretation to Bayer and contract personnel involved in capital projects;
. Oversee completion of all documentation and paperwork for all assigned PCS projects;
. Participate; in the development of installation and design standards for the PCS department, taking into consideration such aspects as new technology and equipment and the applicability of this technology and equipment to existing facilities. Provides interpretation and analysis on installation and design standards to all PCS personnel;
. Participate in the continuous improvement process: identifies areas for improvement, develops and presents solutions to these areas, forms and oversees implementation team, and audits results;
. Consult and cooperate with all PCS personnel with regard to Bayer safety initiatives;
. Attend and participate in regular plant operations meetings to help identify PCS maintenance and/or operational problems and outline corrective action;
. The ability to implement and/ or facilitate PCS corrective action. This will most likely require DCS programming expertise, application knowledge of PCS field equipment, electrical systems & applicable electrical codes.
The selected candidate is required to possess the following:
. Bachelor's Degree in Electrical or Chemical Engineering or related science or equivalent in experience;
. Minimum of six years of experience in process measurement and applications in a manufacturing environment of which a minimum of four years of experience is in a project management or supervisory role;
. The ability to function and lead in a multi-discipline environment with minimal supervision;
. Background in chemical process equipment, project engineering, electrical maintenance work, personal computers;
. Experience in safety, communication, decision making, technical writing, problem solving, budgeting, cost analysis and control, and blue print reading.

Preferred Qualifications

. Knowledge in programming of Emerson DeltaV DCS system.
